A serious answer to Gerry's probably snotty question: No, my guess is they did not.

Honestly, I'm not sure why you think its amusing for residents of Negril not to have consistent running water, especially when tourists flood the town between Christmas and after New Years and again in late January and February. With a "new" water system only 20 years old its pretty disgraceful.
