I think in RGonda's story the lady was probably "behaving badly" in general, not just going to the Soup Kitchen.
In my experience, the tourists who are perceived to have money are granted some lenience on their bad behavior but are often marked for cons and scams by those with bad intentions as well.
I have been broke in Jamaica and received generous assistance from kind people for food, which I repaid promptly as soon as I was able. I would never ask for drinks, cigs, etc as those are not essential for survival, but that's me. I'm with medi; thank God the beach is free!
